BACKGROUND

Great Lakes was founded in 1977 to provide a broad range of information management, research and consulting services to the government and public sector. 

Our initial focus was primarily research and evaluation services. In 2000, due to the addition and growth of our staffing function, the principals of Great Lakes founded Diversified Care Management, a sister company that specializes in staffing of direct service functions to the public and non-profit sector.

In July of 2026, we changed our focus and new services will be coming soon!

Professional Services

Our major focus was providing staffing and administrative support to a number of large public sector entities in Western Pennsylvania. We have placed hundreds of staff in various professional positions in the Allegheny County Department of Human Services, Department of Health, the Court of Common Pleas, and other organizations.

The Professional Services Division managed a wide array of services including complex employee-related matters, such as personnel management, benefits administration, employment practice and regulatory compliance. Services also included recruitment and selection, credential verifications, employee orientations, development of job descriptions, managing employee evaluations, handling discipline issues and employee improvement plans, and all other related human resource functions. Additionally, we managed all employee benefit plans and administration. We also provided strategic planning and evaluation services including; assistance in the development of goals and missions, evaluation design and methodology, statistical analysis, survey design, development of outcome measures.

Technology Services

Great Lakes has provided case management software to public sector and nonprofit agencies across the United States for over 30 years. We developed, marketed, and support our products directly. Our products have been utilized by victim-serving agencies, child advocacy centers, district attorney offices and others.
